DIHK-Chief Executive Helena Melnikov on the German government's autumn forecast

Consistently implementing reform announcements

Consistently implementing reform announcements is crucial for improving growth prospects and addressing structural challenges effectively.

08/10/2025 - "The German economy remains stagnant. Structural problems persist, and improvements in the economic framework conditions are still hardly noticeable. Accordingly, growth prospects are cautious. Major tasks of our time, ranging from demographics and energy supply transformation to developing a new security architecture, cannot be tackled successfully without improved location factors. These include lower energy and labor costs as well as less tax and bureaucratic burdens compared internationally. Companies need real reforms. It is therefore all the more important that the modernization agenda of the German government is consistently implemented. Many of the announced measures point in the right direction. The key is for them to unfold quickly, without bureaucracy, and to have widespread impact.

Even just two percent growth would annually generate around 40 billion euros more in public revenue through taxes and social contributions. This growth is necessary alone because Germany must repay the loans together with interest enabled by the new debt rules for public investments."
