However, this success model faces challenges. A key issue is the demographic change, which results in a growing lack of suitable applicants for dual training programmes among businesses. Strengthening and further developing vocational education are therefore among the most important tasks of the IHK organisation. Vocational training and continuing education must continue to be structured so that under rapidly changing conditions, they meet companies' needs and remain attractive to young people and aspiring skilled workers. Successfully securing skilled labour can only be achieved by considering the entire education chain – from quality early childhood education through school, vocational training, or university studies to advanced vocational training (also known as "career advancement training").
The European Union's competencies in educational policy are limited to support and supplementary functions, as well as fostering cooperation among member states. EU initiatives in educational policy should respect member states' responsibility for curricula and the structure of their educational systems, allowing sufficient flexibility for individual paths at the national level.
