Without innovations, addressing topics such as climate-friendly energy supply, digitalisation, or demographic change is just as unimaginable as competing successfully on the international stage. At the same time, companies are decreasing their intentions to invest in innovation locally. This challenge is addressed in the paper adopted by the DIHK Presidium "DIHK-Impulses for a Future-Oriented Innovation Policy".
Whether it is digitalisation, climate-friendly energy supply, or tackling demographic change, current challenges demand innovative solutions. To strengthen Germany's innovative power and secure its economic competitiveness, the German federal government has set the goal of increasing research and development (R&D) expenditures from the current 3.13% to 3.5% of gross domestic product (GDP) by 2025. This goal is sensible, as research and development help companies remain internationally competitive through new products, services, and technologies.
Declining Willingness to Innovate
At the same time, the willingness of the German economy to innovate, according to the DIHK Innovation Report 2023, has fallen to its lowest level since the first survey in 2008. Additionally, companies are increasingly looking to pursue R&D activities abroad. This paints a bleak picture for Germany's innovation landscape.
Lagging digitisation, excessive bureaucracy, high energy costs and lengthy approval procedures are obstructing the pace of innovation.

It is all the more urgent to create an environment conducive to innovation so that new "Made in Germany" products and business models can emerge through brilliant minds and innovative technologies. This includes tax incentives as well as measures to reduce bureaucracy to foster enthusiasm for innovation.
