DIHK calls for a new raw materials strategy

Additional sustainable instruments are required - aligned with the EU and international partners

22.12.2025 - The German Chamber of Commerce and Industry (DIHK) calls for a new raw materials strategy from the Federal Government in light of increasing risks in raw materials supply.

"Holding a smartphone means holding rare earths – and thus a piece of global dependence on raw materials," emphasises DIHK Foreign Trade Chief Volker Treier. "Germany currently imports over 90 percent of its metallic raw materials. The German economy thus relies on a secure, affordable, and sustainable supply of raw materials."

According to the DIHK, a shift in Germany's raw materials policy is necessary to ensure future supply. "In the past, Germany's raw materials policy was often considered a technical or economic side issue, despite being crucial for energy transition, digitalisation, security and defence, and industrial sovereignty," states its new position paper adopted by DIHK committees, titled "For a secure, affordable and sustainable raw materials supply." A consistent approach by the Federal Government, reflecting its role as a significant player in the EU and on the global stage, is essential. This requires the deployment of coordinated instruments.

"The existing pillars of domestic extraction, imports, and recycling remain central to this policy. However, in their current form, they are no longer sufficient to secure raw material supplies for our economy," says Treier. "We need additional sustainable instruments aligned with the EU and international partners."

To this end, the DIHK has developed specific recommendations for action:

  • Strengthen international raw material security: Improve framework conditions for worldwide access to raw materials.
  • Utilise domestic resources: Accelerate approval processes and reduce bureaucracy.
  • Promote circular economy: Expand recycling and innovative technologies.
  • Secure financing: Support public-private partnerships and establish tailored financial instruments for companies.

"Only with a reliable raw materials strategy can we secure the competitiveness of our industry and the transformation towards a climate-neutral economy," concludes Treier.
