DIHK on the German Federal Cabinet's Resolutions

On today's resolutions by the German Federal Cabinet, DIHK Chief Executive Helena Melnikov states:

05/11/2025 - "The German government has finally put bureaucracy reduction at the top of its agenda. This is good and longoverdue. The outlined key points can be the beginning of a real reform of our bureaucracy state. We now need a striking change. The specific draft bills adopted today are only a first step among many needed to significantly reduce the bureaucratic pile.

The fact is: bureaucracy costs for businesses currently amount to 64 billion euros per year according to the Normenkontrollrat. Even more significant is the value-creation loss caused by bureaucracy - a total of 146 billion euros in economic performance we lack. This represents three percent of our gross domestic product and a great potential for a growth booster. More than the costs, it is the mistrust associated with regulations that significantly impacts entrepreneurs: They simply lose the motivation and strength to innovate economically.

That's why the key points need to be implemented quickly and practically. The relief measures must be noticeable in the everyday life of businesses to improve the economic sentiment. Only then can trust in politics return.

Particularly important for companies is the cross-departmental reduction of bureaucratic costs by 25 percent. All ministries must work towards this goal. For all EU rules, the future should involve practical implementation without national overregulation. Digitization must reach all levels of government. We need the once-only principle instead of repeated reports to authorities. Overall, extensive administration modernization is necessary, moving towards greater trust and less control.

Only by doing this can we break away from overwhelming bureaucracy, creating an environment where companies can focus on what they do best - developing products and services for people."
