At the same time, this successful model faces challenges. Particularly as a result of demographic changes, companies increasingly lack suitable applicants for dual education programs. Strengthening and further developing vocational education are therefore among the most important tasks of the German Chamber of Commerce and Industry (IHK). Vocational training and further education should continue to be organized in such a way that they meet companies' needs under rapidly changing conditions and remain attractive to young people and aspiring professionals. Successful workforce preservation can only succeed if the entire education chain is considered—from good early childhood education through school, vocational training or university studies to advanced vocational training (also known as "career advancement").
The EU's competencies in educational policy are limited to a supporting and complementary role and promoting cooperation among member states. EU initiatives in education policy should respect the member states' responsibilities for curricula and the design of the education system, leaving sufficient room for flexible individual pathways at the national level.
