04.12.2025 - “The federal modernization agenda is the right next step towards comprehensive administrative reform in Germany. Without active involvement from states and municipalities, the reform will fail. The promise of reducing unnecessary bureaucracy will merely remain an empty commitment.
Business needs an administration that is networked, efficient, and user-friendly—not in ten years but immediately. This includes uniform standards, central and digital platforms, as well as smooth data exchange between authorities. The states and municipalities must ensure this among themselves and with the federal government’s administrations.
Businesses continue to be held back by excessive bureaucracy: year after year, this directly results in measurable costs for companies of approximately €64 billion. The indirect costs, due to the time commitment of employees in businesses, are more than twice as high according to current calculations. This significantly hampers investments. The federal government has set itself clear targets: a 25 percent reduction in bureaucracy costs and €10 billion less in compliance costs. These are steps in the right direction. Yet noticeable and timely relief for businesses will only be realized if all governmental levels cooperate.
Therefore, we appeal to the federal government and states: Join forces! Only by working together can the reduction of bureaucracy be accelerated. A simpler, more centralised, and digital administration is a vital lever for securing Germany’s competitiveness as a business location. We stand by your side as a partner to achieve this.”
