"So far, the Federal Government has failed to provide significant impetus during this legislative period to give the expansion of the circular economy in Germany the necessary momentum. In doing so, it also jeopardises the goals of the NKWS. For over two years, the corporate sector has been waiting in vain for the government’s action programme to implement the strategy," said Sebastian Bolay, DIHK's Head of Department.
"This creates uncertainty and prevents valuable investments. However, the government can only achieve its ambitious goals if companies come on board. Many businesses are already investing in recyclable products, more efficient processes, and new business models. Germany is the global leader in environmental technology for a good reason. But they urgently need planning security and clear signals from politicians to give the transformation to a circular economy the necessary momentum."
From DIHK's perspective, a central element of the announced action programme of the NKWS must be the safe organisation of material cycles. Reducing fire and safety risks in the handling of lithium-ion batteries during collection, transport, and recycling is particularly urgent for businesses. Companies need clear legal guidelines, practical standards, and a better integration of product responsibility, waste legislation, and occupational safety. Only by collectively considering safety, resource conservation, and economic viability can effective and widely accepted material cycles be achieved.
Bolay emphasises: "If implemented correctly, the National Circular Economy Strategy can make a significant contribution to strengthening Germany as a business location, fostering further innovation in key industries such as environmental technology, and enhancing the resilience of supply chains. DIHK will constructively accompany the implementation of the action programme to ensure that ecological goals and economic performance are advanced together."
