With the implementation of the EU Packaging Regulations, the German legislature is tightening requirements for manufacturers, retailers, and platforms. The objectives are a higher recycling rate and more waste prevention.
By summer 2026 at the latest, Germany must transpose the requirements of the EU Packaging Regulation (PPWR) into national law. For this purpose, the previous Packaging Act will be replaced by the new Packaging Law Implementation Act (VerpackDG). The reform brings profound changes affecting virtually all companies that place packaging on the market – from manufacturing industry to retail and online platforms.
The core point is the expansion of producer responsibility. Companies must register with the Central Agency Packaging Register in the future and attach digital proofs like QR codes to packaging to provide recycling information. Recycling quotas are increasing significantly: For plastic packaging, a quota of 75 percent will apply by 2030, and even 95 percent for metals. Additionally, a waste prevention fund will be introduced, into which manufacturers and systems must contribute. These measures are intended to strengthen the circular economy but also mean higher costs and greater organizational effort.
Those who ignore the new obligations risk severe penalties: Fines of up to 200,000 euros and sales bans are possible. Companies should therefore review their packaging strategies early, check materials for recyclability, and prepare the registration. Acting in time not only ensures legal compliance but also offers competitive advantages through sustainable solutions.
