Moreover, it is still one percent below last year's level. Even in the less volatile three-month comparison, production in the manufacturing sector has slightly decreased. Structural problems, as well as high costs for personnel, energy, and bureaucracy, weigh heavily on German industry. Without a rapid improvement in the framework conditions in this country, an upswing is not in sight."
