Circular Economy and Raw Materials: Harnessing Potential and Securing Access

The supply of raw materials and the efficient use of resources are key pillars of economic activity.

For numerous products, raw materials need to be imported. Expanding the circular economy offers significant opportunities for greater independence and supply security. This is critical for all actors in the value chain, especially during crisis periods. To unlock the full potential of a circular economy, material cycles should be accessible with minimal bureaucracy and open to technology.

Instead of solely focusing on new regulatory measures, the consistent application and enforcement of existing rules should be a priority for Europe's circular economy policy. Before proposing environmental and especially waste regulatory measures, their economic impacts and practical feasibility should be assessed across a wide range of directly and indirectly affected companies. Implementing the National Circular Economy Strategy should be based on realistic targets. If new regulations are introduced, they should be seamlessly integrated into operational practice with minimal effort. Before any legal regulation, it should be examined whether environmental objectives can be achieved through voluntary initiatives or incentives.
