Effect:

The provided consulting workdays should be exclusively utilized for business consulting. Signing the declaration to the Charter and filling out the questionnaire are instructive and unnecessary for business consulting. The time spent on these tasks is missing in the advisory process.

The German Chamber of Commerce and Industry (DIHK) has proposed simplifying the mandatory documentation for cash registers and reconsidering the obligation to issue receipts for every transaction.

Proposal:

Providing allergen information orally for seasonal and short-term dishes is compliant with European Union legislation and should be reflected in German legislation accordingly. According to the "Monitoring Report" concerning the BEG IV framework and stakeholder surveys, it was announced that a similar practice applies to "loose goods" within the BEG IV scope. However, this has not been included in the draft. Therefore, oral allergen information for seasonal dishes should be implemented.

Impact:

Reduced documentation efforts for dishes offered on a short-term basis (like daily specials) and more time for customer consultation. It also enables more spontaneous creativity in the kitchen (e.g., a spontaneous welcome dish).

Proposed Measure:

This is justified on the grounds that "only the manufacturers of packaging [need to] register, not all distributors." We disagree with this, as the term "manufacturer" is very broadly defined, requiring a number of companies to register in the register.

The question arises whether the required information in this complexity is needed to fulfil the legal purpose and whether the supposed benefits justify this, which is why the previous regulation should apply again, where only the manufacturer has to register. Currently, retail companies are also required to register if they distribute private labels whose packaging is filled by a third party on their behalf and delivered to the retail company. Importers are also included if they bear legal responsibility for goods upon border crossing, as are shipping and online retailers who first fill shipping packaging with goods, also being classified as "manufacturers."

Effect:

Time relief for companies, more potential for tasks more crucial to business, relief for employees.
