The start-up and scale-up strategy adopted by the Federal Cabinet includes around 150 measures aimed at improving the framework conditions for innovative companies, from establishment to cross-border expansion. Helena Melnikov states:
24.07.2026 – "The federal government's start-up and scale-up strategy sets important impulses, especially for more private capital, better growth financing, less bureaucracy, and the recruitment of skilled workers. It addresses exactly the concerns that founders regularly outline in consultations at the German Chamber of Commerce and Industry (IHK).
It is now crucial that the improvements reach those who want to establish a business as quickly as possible. Start-ups must be simpler to set up and receive better conditions for growth. At the same time, they should not only focus on the tech sector. Trade, services, and the hospitality industry also require noticeable reliefs, as they particularly shape Germany's economic diversity.
Our surveys show: Founders primarily struggle with bureaucratic hurdles and lengthy procedures, such as waiting for a tax number application to be processed. Every simplification is a lever for Germany as a start-up location, whether in the establishment process or in subsidy programs.
Company foundations are the engine for new dynamism, especially after years of weak growth. Germany's founders need less paperwork and more speed. The success of this strategy will be measured by these factors."
