Strengthening SMEs: Sustainable Support for Entrepreneurship

Small and medium-sized enterprises (SMEs) form the backbone of Germany's and Europe's economies. They comprise over 99 per cent of all businesses in both regions and provide more than half of all private-sector employment.

The broad economy needs growth- and innovation-friendly framework conditions. Although an increasing number of SMEs are internationally active, these companies often cannot compensate for local disadvantages. Competing globally often requires higher relative costs for establishing or expanding locations abroad. Bureaucracy burdens severely affect SMEs in particular. In light of significant challenges such as high bureaucratic stress, significantly increased energy costs, acute skill shortages, geopolitical tensions, and the energy and climate policy transformation process, companies require more entrepreneurial freedom and a wider scope anchored in a broad, technology-neutral economic policy approach.

Surveys conducted by the German Chamber of Commerce and Industry (IHK) reveal that businesses prioritize clear and market-oriented framework conditions over selective and often bureaucracy-heavy (support) measures (compare the chapter "Research and Innovation"). This also applies to safeguarding the increasingly difficult search for a suitable business succession.
