"Handling Packaging in Europe"

De minimis thresholds, reporting obligations, recycling quotas: In its publication "Handling Packaging in Europe," the DIHK outlines the regulations and specifics in 27 European countries.

The revised EU Packaging Directive ((EU) 2018/852), which came into effect in the summer of 2018, prompted numerous changes in the national legislation of EU member states. However, the respective regulations regarding packaging differ significantly from one country to another.

Businesses importing packaged goods into these countries must adhere to highly varied requirements. This hinders cross-border trade and creates uncertainties in legal compliance.

With its guide "Handling Packaging in Europe," the DIHK provides an overview of the respective requirements for placing packaging on the market within various European countries.

Key questions addressed include: Who is subject to packaging regulations? Which packaging falls under the scope? What labelling obligations and special regulations exist?

German Implementing Regulation Coming

To harmonise the differing EU-wide regulations, in November 2022, the European Commission proposed a new packaging regulation (Packaging and Packaging Waste Regulation, PPWR). The PPWR has since been adopted. The German implementing law will come into effect on 12 August 2026.
